Most public universities in Germany charge Indian students no tuition, but every applicant needs an APS certificate and a blocked account of €11,904. A Class 12 certificate on its own does not give direct entry to a German bachelor’s: that takes a JEE Advanced pass, a year of college in India, or a Studienkolleg first. From the Summer 2027 intake many master’s applicants also need the new dMAT test, and the only sitting so far closed on 15 September 2026 with no further date announced. Students living in Gujarat file the visa in Mumbai, not Ahmedabad.

What Germany actually requires
The figures a government sets are re-indexed, so the ones below link to the source that holds the current amount rather than repeating a number that would quietly go out of date.
University must be
Public, or state-recognised
The student visa covers state and state-recognised universities only. Check a private one on Hochschulkompass before paying a deposit.
A blocked account of €11,904 for the first year, with at most €992 released a month. The amount is re-set each year, so check the checklist before you transfer.
APS certificate
Needed for any Indian marksheet or degree
INR 18,000, non-refundable. From the Summer 2027 intake some master’s applicants also need the dMAT test before APS will issue it.
Language for the visa
Generally C1
The German Missions in India ask for C1 for direct degree entry, in German or English. Duolingo, PTE and TOEFL Home Edition are not accepted.
€75, plus VFS service charges. The application starts on the online Consular Services Portal.
After you graduate
Up to 18 months to find a job
Then a skilled-worker permit or EU Blue Card. A German graduate can apply to settle after 2 years of skilled work.
Eligibility
Which route into a German degree is yours?
A German university decides your entry from what you already hold, using the Culture Ministers’ assessment of Indian qualifications. Pick where you are starting from.
You spend about a year at a preparatory college in Germany, then start your bachelor’s.
You needAt least 70% overall in Class 12, from any board: CBSE, CISCE, GSEB or another state board.
The steps
1Class 12, 70% or moreWhere you are now
2APS certificateThe German Embassy checks your marksheets. INR 18,000
3StudienkollegA preparatory college in Germany, usually 2 semesters
4FeststellungsprüfungThe final exam of that college
5Bachelor’s in GermanyIn the subject group of your Class 11 and 12 stream
What it opens
A bachelor’s in the subject group that matches your Class 11 and 12 stream.
Time it adds
Usually two semesters of Studienkolleg before the degree starts.
Language
German at about B1 to B2 to get into a Studienkolleg, which also sets its own entrance test.
A Studienkolleg run by a Fachhochschule generally leads only to Fachhochschule degrees, so choose the college with the degree in mind.
You apply straight to an engineering or science bachelor’s, with no preparatory year.
You needPassed both JEE Main and JEE Advanced. There is no minimum Class 12 mark and no rank cut-off on this route.
The steps
1Class 12 and JEE Advanced passedWhere you are now
2APS certificateThe German Embassy checks your marksheets. INR 18,000
3Bachelor’s in GermanyEngineering or the natural sciences
What it opens
Direct entry to bachelor’s programmes in engineering and the natural sciences.
Time it adds
Nothing. You apply straight to the degree.
Language
Whatever the programme asks, and the visa section generally expects C1.
No other Indian entrance exam counts. GUJCET, state CETs, BITSAT and NEET open no route.
You apply straight to a German bachelor’s in the subject you are already studying.
You needAt least 70% in Class 12, plus one successfully completed year of a bachelor’s at a recognised Indian university.
The steps
1First year of college, passedWhere you are now
2APS certificateThe German Embassy checks your marksheets. INR 18,000
3Bachelor’s in GermanyThe same subject, or a closely related one
What it opens
Direct entry, but only in the subject you were already studying or a closely related one.
Time it adds
The year you have already completed in India.
Language
Whatever the programme asks, and the visa section generally expects C1.
Changing subject resets you to the Studienkolleg route, so this works best for a student continuing the same field.
You apply to master’s programmes that accept a three-year degree.
You needA completed three-year degree such as a B.Com, B.Sc, BA or BBA, from an institution rated H+ in anabin.
The steps

5Master’s in GermanyProgrammes that accept 180 credits
What it opens
Master’s programmes that accept 180 credits. Many do, and some ask for more, so read each programme’s entry rule.
Time it adds
Nothing, if the programme accepts a three-year degree.
Language
For English-taught programmes, typically IELTS 6.5 or TOEFL iBT 88. TUM’s figures, as an example.
Commerce, economics, finance and business graduates need the dMAT from the Summer 2027 intake.
You can apply to any master’s your subject qualifies you for.
You needA completed four-year degree such as a B.E. or B.Tech, from an institution rated H+ in anabin.
The steps
14-year bachelor’s, completedWhere you are now
2APS certificateThe German Embassy checks your marksheets. INR 18,000

5Master’s in GermanyIncluding programmes that ask for 240 credits
What it opens
Every master’s programme a three-year degree opens, plus those that ask for 240 credits.
Time it adds
Nothing.
Language
For English-taught programmes, typically IELTS 6.5 or TOEFL iBT 88. TUM’s figures, as an example.
Engineering graduates need the dMAT from the Summer 2027 intake, unless their APS registration was made before 29 June 2026.
Below 70% in Class 12, with no JEE Advanced pass, there is no route to a German bachelor’s under the rules in force from the Winter 2026/27 intake. For a master’s, APS will not certify a degree from an institution rated H+/- or H- in anabin, which includes private universities without full UGC accreditation.
Before the visa
The checks your file clears before the visa
uni-assist will not process an Indian application without an APS certificate, and the visa section will not book you without an admission and a blocked account. The checks run in this order, and each waits on the one before it.
One of these may already be shut. dMAT has run once, on 26 September 2026, and no further sitting has been announced. If you are an engineering, commerce, finance, economics or business graduate aiming at Summer 2027 or later, and you neither sat it nor registered with APS before 29 June 2026, there is currently no published way to get the certificate that intake needs. Check d-mat.de before you pay for anything else.

Which intake can you still reach?
Next intake there is still time for
Winter semester 2027
Teaching starts October 2027, about 12 months from now. A file needs about 12 months for admission, funds and the visa together.
The nearer intake is no longer realistic from a standing start. If you already hold an offer or a part-built file, that changes, so ask us.
All Germany intakes
Winter semester
Teaching starts October · start your file about 12 months ahead
Summer semester
Teaching starts April · start your file about 12 months ahead
Lead times are deliberately generous. Telling someone an intake is still open when it is not is the mistake this section exists to prevent.
Real deadlines, winter semester

Fees and funds
What a German degree costs you
Most public universities charge no tuition, but not all of them, and private universities charge a great deal. Per semester, for students from outside the EU:
Most public universities€0
Only the semester fee, about €100 to €400, which often includes a regional transport ticket.
Every public university in Baden-Württemberg€1,500
Set by state law for the whole state, and charged since the 2017/18 winter semester.
HMT Leipzig, music and theatre€1,800
An example of a single public institution charging non-EU students.
TUM, bachelor’s€2,000–3,000
For students enrolling from Winter 2024/25. TUM offers waivers and its own scholarship.
TUM, master’s€4,000–6,000
The exact figure is on each programme’s page.
Private universities€4,950–10,000
From SRH’s and Constructor University’s own fee sheets. The visa needs the first year paid in advance.
Per semester, before the semester fee every student pays. Two semesters make a year.

Check a private university before you pay a deposit
1
State recognition
Search Hochschulkompass and filter by “privat, staatlich anerkannt”. The student visa covers state and state-recognised institutions only.
2
Institutional accreditation
The Wissenschaftsrat accredits private institutions for up to ten years. It is a separate check from state recognition.
3
Programme accreditation
The Akkreditierungsrat’s ELIAS database shows whether the specific degree you are paying for is accredited.
Our professional fee is separate from all of this, and agreed up front for the work your route needs. If a route is not realistic you hear it before you have paid anything.
Funding
Scholarships an Indian student can actually apply for
Filtered to India, the DAAD’s database lists 18 programmes. Most are for doctoral and research stays. These are the ones that fund a degree.
The DAAD has no general master’s scholarship open to Indian applicants, whatever an agent’s brochure says, and DAAD awards do not pay tuition. The Deutschlandstipendium starts only after you enrol, so it cannot stand in for the blocked account on a visa file.

The visa
The German student visa, from Gujarat
It is a national visa for study, applied for online first and then in person. Where you appear depends on where you live, not where your family does.
Gujarat applies in Mumbai
The Consulate General in Mumbai covers Gujarat, and it takes national visa applications at two places only.
VFS Mumbai, Mahalaxmi, if you hold an APS certificate
The Consulate General itself, for study applicants and programmes that award a non-German degree
VFS Ahmedabad handles Schengen visas; for a student it is only where the passport comes back
Which visa
Student visa
§ 16b Residence Act
For an admission to a degree, a Studienkolleg, or a preparatory course the university requires.
Study applicant visa
§ 17 Residence Act
Up to nine months in Germany to secure a place. It needs €1,091 a month rather than €992.
Language course visa
§ 16f Residence Act
For German classes with no admission behind them. At least 18 hours a week, filed on paper.
What the student checklist asks for
Passport issued in the last 10 years, with two empty pages
Class 10 and 12 marksheets, and every semester’s marksheet since
Language certificate, from Goethe, ÖSD, telc, IELTS or another ALTE member
APS certificate
Admission letter
Motivation letter in English or German, written by you
CV in table form
Blocked account confirmation for €11,904
First-year tuition paid, for a private university
Health insurance from the day you arrive
Indian notarisation, attestation and apostille are not recognised.
Duolingo, PTE and TOEFL Home Edition are not accepted for the visa in India.
There is no appeal to the mission after a refusal since 1 January 2024. You reapply, or go to the Administrative Court in Berlin.
The Consulate General says appointments are free, booked only through VFS, and that no agent or student counsellor can influence one. That includes us. What we do is make sure the file you carry to that appointment is complete and consistent.
Staying on
From graduating to staying in Germany
Germany has no direct route from study to settlement. For a graduate of a German university the steps after it are short: two years of skilled work can be enough.
While you study
140 working days a year
Or 280 half days. Jobs at your own university do not count toward the limit.
After you graduate
Up to 18 months to find work
You can take any job while you look.
Once hired
A skilled-worker permit or EU Blue Card
For work that matches your qualification.
After 2 years of skilled work
Settlement permit
For German graduates on a skilled-worker permit, with B1 German and 24 months of pension contributions. On a Blue Card it is 27 months, or 21 with B1.
After 5 years of lawful residence
Citizenship
With B1 German and your own income, and not while you are still on a study permit: the nationality act does not count a study residence title, so this step waits until you are on work or settlement. The three-year fast track has been repealed.
Refusals
Why study visa applications get refused
These are the patterns that hold across destinations. Most refusals come down to funding, or to whether an officer believes you will return home, rarely to paperwork.
An SOP written for the wrong reader
A statement that reads well to an admissions committee can still fail a visa officer, who is testing whether your plan is coherent and whether you intend to come home.
What we doThe SOP is written to satisfy both tests at once, and checked against your own profile rather than a template.
Funds that are insufficient, or unexplained
Officers look at whether the money is genuinely available to you, not only whether the balance is large enough. Unexplained deposits are treated as exactly what they look like.
What we doFunds are assembled and documented to the standard the post applies, with the source of every major deposit accounted for.
A programme that does not follow from your past study
A sharp change of field with no explanation invites the conclusion that the course is a means to a visa rather than an education.
What we doShortlisting starts from your actual trajectory, and where a change of field is the right call, the file explains it rather than leaving it to be inferred.
Weak ties to home, on paper
Most refusals turn on funding or on whether you will return. The second is an evidence problem as much as an intention one.
What we doTies-to-home evidence is assembled deliberately, rather than assumed to be obvious.
You can study in Germany after Class 12, but in most cases not directly. Under the assessment German universities apply to Indian qualifications, a Class 12 certificate with at least 70% overall leads to a Studienkolleg, a preparatory college of usually two semesters that ends in the Feststellungsprüfung exam and then opens a bachelor’s. Two things shorten that. Passing both JEE Main and JEE Advanced gives direct entry to engineering and science degrees, with no minimum Class 12 mark. One completed year of a bachelor’s at a recognised Indian university gives direct entry in the same or a related subject. Below 70% with neither, there is no route under the rules in force from the Winter 2026/27 intake. Every route also needs an APS certificate.
Is a 3-year bachelor’s degree from India valid for a master’s in Germany?
A three-year Indian bachelor’s is accepted for a master’s in Germany, and anabin rates it as equal to a German three-year bachelor’s. What decides the application is the programme, because each one sets its own entry rule. Many accept 180 credits, the load of a three-year degree, and some ask for 210 or 240, which only a longer degree meets. Mannheim’s Master in Management, for example, accepts 180. Two conditions apply to every Indian graduate on top of that. The institution that awarded the degree must be rated H+ in anabin, or APS will not certify it. And from the Summer 2027 intake, graduates in commerce, finance, economics, business and engineering need the dMAT test before APS will issue the certificate.
What is the dMAT test for Germany?
The dMAT, or Digital Master Test, is an aptitude test that APS India requires from some master’s applicants from the Summer 2027 intake onwards. It applies to graduates in engineering, commerce, accounting, finance, economics, business and management, unless their APS registration or documents went in before 29 June 2026. It is run by g.a.s.t., the organisation behind TestDaF and TestAS, costs €150, takes three and a half hours in English, and is scored from 0 to 200. A low score does not by itself lead to a refusal, but APS prints it on your certificate and cannot issue the certificate until the result arrives. The first sitting was on 26 September 2026, with Ahmedabad among the centres, and no later date had been published when this page was checked.
How much is the blocked account for Germany in 2026?
The blocked account for a German student visa is €11,904 for the first year in 2026, and you can withdraw at most €992 a month from it. The figure is tied by law to German student aid, set each year, and unchanged since 1 September 2024. A rise has been reported for 2027 but not published, so check the German Missions’ student checklist before you transfer. An education loan does not replace it, because the consulate counts a loan only in addition to the blocked account, and an Indian affidavit of support is not accepted. A German or EU scholarship paying at least €992 a month does replace it, and so does a formal declaration of commitment that a sponsor makes at an immigration office in Germany.
Is studying in Germany free for Indian students?
Studying in Germany is free of tuition for Indian students at most public universities, though not at all of them. Every public university in Baden-Württemberg charges students from outside the EU €1,500 a semester, TUM charges €2,000 to €3,000 a semester for a bachelor’s and €4,000 to €6,000 for a master’s, and single institutions such as HMT Leipzig charge as well. Everyone pays a semester fee of roughly €100 to €400, which often includes a transport ticket. Private universities charge about €5,000 to €10,000 a semester, and the visa needs the first year paid in advance. Living costs are the larger expense, and the visa alone needs €11,904 blocked for the first year.
Where do I apply for a German student visa from Gujarat?
Students living in Gujarat apply for a German student visa through the Consulate General in Mumbai, not in Ahmedabad. The consulate accepts national visa applications at two places only: VFS Mumbai in Mahalaxmi, which takes students holding an APS certificate, and the consulate itself, which takes study applicants and students on programmes awarding a non-German degree. VFS Ahmedabad handles Schengen visas, and for a student it is only where the passport can be collected at the end. The application starts online on the Consular Services Portal, which the German Missions in India have made obligatory for study visas, and VFS asks for proof that you have lived in the consulate’s district for the last six months.
Can I get PR in Germany after studying there?
You can get permanent residence in Germany after studying there, through work rather than through the degree itself. A graduate of a German university gets up to 18 months to find a job, then moves to a skilled-worker permit or an EU Blue Card. After two years on a skilled-worker permit, with B1 German and 24 months of pension contributions, a German graduate can apply for a settlement permit. Blue Card holders can apply after 27 months, or 21 with B1 German. Time spent studying does not count toward those two years. Citizenship takes five years of residence, B1 German and your own income, because the three-year fast track has been repealed.

Three questions, then your details. We assess eligibility first, and say plainly if a route isn’t realistic yet.
For destinations outside Canada we act as consultants rather than as authorised representatives, because no equivalent licence exists to hold.
