Why WhatsApp calls do not work in Dubai
The short answer
WhatsApp voice and video calls do not work in the UAE because internet calling is a licensed telecoms service there, and WhatsApp is not licensed for it. WhatsApp messaging, photos, voice notes and documents all work normally. To call home, use a TDRA-approved app such as BOTIM or GoChat, which the people you are calling must install too.

Why the UAE blocks internet calls
This is a licensing question rather than a censorship one, and understanding that tells you what will and will not work.
The Telecommunications and Digital Government Regulatory Authority classifies any service that carries real-time voice or video over the internet as a regulated telecommunications service. Providing it requires a TDRA licence, or delivery in partnership with a licensee, or explicit TDRA approval. The two national operators hold licences. A short list of applications has approval. Everything else is unlicensed, and unlicensed traffic is blocked at the network.
That framing explains the pattern travellers find confusing: a work call on Teams connects while a family call on WhatsApp does not, from the same phone on the same wifi, thirty seconds apart.

Tell the family before you fly, not after
Every one of these apps needs the person at the other end to install it too. Doing that from India at leisure is easy. Doing it while standing in an arrivals hall, talking a parent through an app store over a roaming call, is not. Install BOTIM on both phones and make one test call before you leave.
Why not to use a VPN
Search this question and half the results are VPN companies selling you the answer. Their advice is worth reading with that in mind.
Reaching around a national regulator’s block is not treated as a neutral technical choice in the UAE, and the country’s cybercrime law addresses misuse of internet protocol addresses directly. Weigh that against what is actually gained: a free, legal, approved app exists and takes two minutes to install. There is no version of this where the VPN is the sensible option for a tourist on a two-week trip.
What to do next
Before you fly, install an approved calling app on your phone and on the phones of whoever you will want to speak to, and place one test call so you know it works. Keep WhatsApp for messaging, which is unaffected. If you need to hear a voice and nothing is installed, an ordinary roaming call still works and costs what it costs.
Once you have landed, the rest of the first day is a SIM, a Nol card and a taxi, in that order.

Does WhatsApp work in Dubai?
WhatsApp works for messaging. Text, photos, videos, voice notes, documents and group chats all behave normally on both mobile data and wifi. What does not work is the calling: voice and video calls fail on du and e& networks and on hotel wifi. This has been the position for years and there has been no announcement in 2026 changing it.
Is WhatsApp calling banned in the UAE?
It is not licensed, which has the same practical effect. The Telecommunications and Digital Government Regulatory Authority treats any service carrying real-time voice or video over the internet as a regulated telecoms service. Only licensed operators and a list of TDRA-approved applications may provide it. WhatsApp is not on that list, so the traffic is blocked.
Which calling apps work in Dubai?
BOTIM is the one most people in the UAE use, and GoChat, Voico and HiU also appear among approved applications. On the business side Microsoft Teams, Zoom and Cisco Webex are approved. The catch with any of them is that the person you are calling in India has to install the same app, so this is worth arranging before you fly rather than from an airport.
Can I use a VPN to make WhatsApp calls in Dubai?
It is a bad idea. Using a VPN to reach a service the UAE regulates is not a neutral technical choice there, and the country's cybercrime law treats misuse of internet protocol addresses seriously. Set against a real legal risk, the upside is avoiding one free app download. Use an approved app instead.
Will my Indian SIM work for calls in Dubai?
Ordinary cellular calls on international roaming work normally, because those are carrier calls rather than internet calls, and they are billed at roaming rates. That is the reason a plain phone call home works while a WhatsApp call from the same phone does not.
