Surat has two passport offices and only one of them takes applications. Applications are submitted at the Passport Seva Kendra on the first floor of the Union Trade Centre, beside Apple Hospital at Udhana Darwaja. The Regional Passport Office at Umra decides those files, covers seven districts of south Gujarat, and does not accept applications over a counter.

The Regional Passport Office in Surat lists seven districts for itself: Dang, Narmada, Navsari, Surat City, Surat Rural, Tapi (Vyara) and Valsad. Everything filed anywhere in south Gujarat is decided there, and nothing filed there is decided in Ahmedabad.
Four of those districts have a counter of their own, at Bardoli, Navsari, Valsad and Rajpipla, so most people in the region never come to Surat at all. The reason to come is the one below, and it is worth reading before you book anything closer to home.

Which of the two you actually need
The Passport Seva Kendra at Udhana Darwaja is the full-service centre for the region. It takes a fresh application or a renewal end to end in one visit, and it is the only counter in south Gujarat that takes the cases the post office counters will not.
That refusal list is published by the Regional Passport Office itself and it is long enough to catch people out. A Post Office PSK under RPO Surat will not accept a change of name, date of birth or place of birth, a non-ECR claim resting on income tax documents, an emergency certificate, a single-parent case where custody is unclear or one parent is abroad, a pending court case or an acquittal order, an application from outside its jurisdiction, a citizenship question, a file already closed before submission, a valid passport reported lost, or a badly damaged one. All of those have to be booked at PSK Surat. Somebody in Bardoli with a name change on their marksheet who books at Bardoli is making a wasted trip, and the refusal list is the only place that says so.
The Regional Passport Office at Umra is where those files are decided rather than received. Passport Seva does not accept applications at a Passport Office anywhere in India, so the largest passport building in Surat is the one place your form cannot be handed in. A police clearance certificate is applied for through the same portal and given fingerprints at the same counter as a passport, and most of the people queueing for one are assembling a visa file rather than renewing anything. Directories often list only the Regional Passport Office, or list an older address at the APMC market on Poona Kumbharia Road, and both mistakes send an applicant to a building that will not take the form. Can I apply for a passport at the Regional Passport Office in Surat?
You cannot apply for a passport at the Regional Passport Office in Surat, or at any Regional Passport Office in India. Passport Seva answers this directly: applications go to a Passport Seva Kendra or a Post Office Passport Seva Kendra, and the Passport Office handles the back-end work of printing, dispatch, police verification review and the cases a Seva Kendra escalates. So the biggest passport building in the city is the one place your form cannot be handed in. Book at PSK Surat at Udhana Darwaja instead. The one thing RPO Surat does take in person is a passport surrender, as a walk-in on working Wednesdays between 10:00 and 12:30.

The Post Office counters at Bardoli, Navsari, Valsad and Rajpipla will not accept a change of name, date of birth or place of birth, beyond a change of address or a minor correction to a name. They also refuse a non-ECR claim based on income tax documents, an emergency certificate, a single-parent case where custody is unclear or one parent is outside India, a pending court case or an acquittal order, an out-of-jurisdiction application, a citizenship question, a file closed before submission, a valid passport reported lost and a badly damaged passport. Every one of those has to be booked at PSK Surat. If your case is on that list, booking the counter nearest home costs you the day and the slot.
What time do passport appointment slots open for Surat?
Appointment slots for the Surat region are released at 1:00 PM. Ahmedabad releases its own an hour later at 2:00 PM, so the time depends on which regional office your district falls under rather than on where you happen to be sitting. Online payment now has to be made before an appointment can be booked at any Passport Seva Kendra under this office, so the card has to be ready at the moment slots open and not afterwards. RPO Surat also runs occasional Saturday special drives at PSK Surat, announced on its own notice board, and those still need a booked appointment rather than a walk-in.
