How to get a police clearance certificate in Gujarat

PCC is short for police clearance certificate. Passport Seva treats it as a miscellaneous service rather than a passport service, and that distinction is not pedantic: it is why the certificate has no Tatkaal option, why it carries its own fee, and why it cannot be done at a District Passport Cell even though a fresh passport can.

The reason to get one is almost never Indian. Passport Seva describes it as a requirement of foreign governments for immigration, work, residence or a family visa, which means the rules that decide whether yours is accepted belong to the country you are applying to rather than to the office issuing it. For Canada in particular, what IRCC will and will not take is a different set of rules from the ones on this page, and the six-month figure everybody repeats is a misreading of one of them.

You register on the Passport Seva portal or its mobile app, fill the police clearance form, and submit it to get an application reference number. Payment now comes before the appointment rather than after it, at every Passport Seva Kendra, so the card has to be ready at the moment slots open rather than once you have found one. Slots are released at 2:00 PM for the Ahmedabad region and 1:00 PM for Surat, so the hour depends on which regional office your district answers to and not on where you are sitting.

Then you attend. Everyone gives fingerprints and a photograph in person, with no exception for infants and nobody permitted to attend on your behalf. An appointment can be moved 3 times, and if you cannot get to the counter within 90 days of submitting the form online, the application has to be made again from the start. Carrying a printed receipt is no longer required; the appointment SMS is accepted.

Where your particulars and your address are the same as in your existing passport, Passport Seva's own document advisory asks for one thing.

Where your address has changed, or you are adding a spouse's name after a marriage, you add proof of the new address or the marriage certificate and the passport itself does not have to be reissued. Any other difference is the situation in the next section, and it is worth reading before you pay.

The particulars on the police clearance form have to be identical to the ones printed in the passport you hold. Where they are not, the remedy is not a correction on the form. You have to apply for re-issue of the passport with the corrected details first, a fresh police verification may be generated because of it, and only once the new passport is issued does the certificate application get processed.

This falls hardest on Gujarati names, and it is the reason we lead with it. A degree that reads JayKumar against a passport that reads JayBhai is a difference in the given name. So is a father's name carried as a middle name on one document and not the other, and so is a surname that was left blank at the passport counter years ago. None of those feels like a discrepancy in ordinary life. All of them stop a police clearance application.

Passport Seva's answer is that there is no validity specified for a police clearance certificate, that it is not exactly a passport service, and that it is a requirement of foreign governments. Then it adds that the certificate is generally considered valid for six months. That last clause is a description of what people do with it rather than a rule about what it is, and quoting it on its own is how a convention became a deadline that sells second certificates.

What decides the question is the government you are applying to. Canada does not apply a six-month expiry to a certificate for a country you have left, which means an Indian certificate obtained on the way out can hold good for a whole permanent-residence cycle. What IRCC actually requires, and what gets a file rejected, is worth reading before you spend ₹750 twice.

The certificate is dispatched to your address once a clear police verification report is received. That is the whole commitment the issuing authority makes, and it means the wait is the police step rather than the counter. Whether the police step is quick or slow turns on your own history: whether the verification behind your passport was clear, and whether you have moved since. Any page quoting you a fixed number of working days is quoting itself.

The practical consequence is to apply early. A certificate you hold and do not need costs you ₹750. A certificate you need and do not hold costs you the application deadline you were working toward.
